Balancing rail is a setup of 8 balancing resistors connected to the metallic rail-holder. 

Each resistor is a 20W, 0.68Ohm ceramic model. With balancing voltage of 3.65V it will pass through the current of 5.36Amp, releasing some 19.6W of heat.

The metallic rail allows to dissipate heal more effectively.
